In recent years, the government and relevant industries have actively controlled and reduced the harm of VOCs emissions to the environment; However, due to the long-term accumulation effect and rapid economic development, pollutant indicators such as M2.5 and O3 still show a rapid upward trend. The problem of PM2.5 in autumn and winter in "2+26" cities is prominent. In recent three years, O3 concentration in key areas such as Beijing Tianjin Hebei, Yangtze River Delta and Fen Wei plain has shown an upward trend. Therefore, it is imperative to tighten the VOCs control policy.
The work plan for the prevention and control of volatile organic compounds pollution during the 13th five year plan has established the goal: by 2020, establish and improve the VOCs Pollution Prevention and control management system with the improvement of ambient air quality as the core, implement the VOCs Pollution Reduction in key areas and industries, and reduce the total emission by more than 10%. Through coordinated control with NOx and other pollutants, the ambient air quality can be continuously improved. The following special requirements for some key industries:
1. We will focus on promoting the prevention and control of VOCs Pollution in key industries such as petrochemical, chemical, packaging and printing, industrial coating, as well as transportation sources such as motor vehicles and oil products storage, transportation and marketing, and implement a number of key projects. All localities shall determine key industries for local VOCs control in combination with their own industrial structure characteristics and VOCs emission sources; Take full account of industrial capacity utilization, production process characteristics and pollutant emission, and study and formulate industrial production control measures in combination with the seasonal change characteristics of ambient air quality.
2. Promote VOCs emission control in vehicle manufacturing, modified vehicle manufacturing, auto parts manufacturing and other fields. Promote the use of high solid and water-based coatings, and support the use of "three coating and one drying", "two coating and one drying" or no intermediate coating and other compact coating processes; Promote high-efficiency painting processes such as electrostatic spraying, and encourage enterprises to adopt automatic and intelligent spraying equipment to replace manual spraying; Equipped with a closed collection system, the collection rate of organic waste gas in vehicle manufacturing enterprises shall not be less than 90%, and that in other automobile manufacturing enterprises shall not be less than 80%; Efficient treatment facilities such as adsorption combustion shall be built for paint waste gas, and combustion treatment facilities shall be built for drying waste gas to achieve up to standard emission.
3. Establish and improve the monitoring system, strengthen the automatic monitoring of environmental quality and VOCs emission from pollution sources, strengthen the construction of VOCs law enforcement capacity, and comprehensively improve the environmental supervision capacity of VOCs.

1. By 2020, packaging and printing, automobile and parts manufacturing, furniture manufacturing, wood products processing and other industries, as well as enterprises involved in painting process, will basically complete the transformation and upgrading of raw and auxiliary materials such as coatings and inks from products with high VOCs content to products with low VOCs content.
2. We will promote the control of volatile organic compounds in petrochemical and chemical industries, automobile and parts manufacturing, furniture manufacturing, wood products processing, packaging and printing, paint and ink production, shipbuilding and other industries. By 2020, the total emissions of key industries will be reduced by more than 50% compared with 2015.
3. SAIC Group, SAIC Huapu, SAIC Shenwo and other vehicle manufacturing enterprises comprehensively promote the use of low VOCs content coatings in addition to the gloss coating; Implement green supply chain procurement for auto parts. By 2022, the automobile manufacturing industry will comprehensively promote products with low VOCs content.
4. We will promote the use of low VOCs content coatings such as high solid and water-based coatings in the fields of vehicle manufacturing, modified vehicle manufacturing and auto parts manufacturing. Vehicle manufacturing enterprises will fully promote the use of low VOCs content coatings in addition to gloss coatings; Implement green supply chain procurement for auto parts. By 2020, VOCs emissions from the auto parts manufacturing industry will be reduced by more than 30% compared with 2017.
5. Promote VOCs emission control in vehicle manufacturing, modified vehicle manufacturing, auto parts manufacturing and other fields. Compact coating processes such as "three coating and one drying", "two coating and one drying" or no intermediate coating are used; Promote high-efficiency painting processes such as electrostatic spraying, and encourage enterprises to adopt automatic and intelligent spraying equipment to replace manual spraying; Equipped with a closed collection system, the collection rate of organic waste gas of vehicle manufacturers shall not be less than 90%, and that of other vehicle manufacturers shall not be less than 80%; Efficient treatment facilities such as adsorption and combustion shall be built for paint waste gas, and combustion and other treatment facilities shall be built for drying waste gas to achieve up to standard emission.
